A Question for Republicans

If the congressional authorization after Sept. 11, 2001 gave the president the power to ignore U.S. law to instigate such progams as domestic spying on American citizens without warrants, then why do we need the USA PATRIOT Act? Doesn's the same power extend to everything the PATRIOT Act does?
