The report, "Science Under Siege: The Bush Administration's Assault on Academic Freedom and Scientific Inquiry," says the administration has imposed "excessive, unnecessary, and ineffective" restrictions on scientists and academics in order to control scientific inquiry for political purposes.The report specifically criticizes the administration's restrictions on publishing scientific and academic information, its "ill-conceived" visa policies that prevent many international students and researchers from entering the United States or contributing to research, and its limits on the production and use of biomedical agents and on access to materials and technology.
The Bush administration's policies have delayed crucial research, squelched the free flow of ideas, and resulted in a sharp decline in foreign-student applications to and enrollment in American universities, Mr. Romero said. The policies may also keep American scientists from staying on the cutting edge of science and technology for years to come.
